My kids didn't have recess yesterday. Well they had the break, but they were told they had to stay inside. The powers that be deemed it too cold to play outdoors.
I agree with this Toronto pediatrician who says the health benefits of staying active during winter far outweigh the health risks of cold exposure. "If you dress your kids up properly, if you dress them according to the weather, there really isn't much risk," he said.
I don't mean to sound like an old fart here, but I don't remember being kept inside for a single recess because it was too cold. Kids spend enough time indoors... bundle 'em up and let them play!
